i have a 10mhz mpu board with sp731 and ss 3631 chips will these work in a 16 mhz mpu board

No. The SP731 is 10Mhz You need something like a SP1272 and the SS chip needs to be 120ns or better.

Besides for the timings being off, you won't have sound since the 16Mhz board's sound is controlled with the software vice a volume knob. It takes a 16Mhz specific SP chip to do that.

thinks alot i ordered the mother board and mpu board they sent me the 16mhz board my game is a double diamond 2500coin jackpot can i get game prom and reel prom chips and still use this 16mhz board with the double diamond

Yes, You just need a 16MHz Type 0 SP chip like a SP1272. The SS3631 might work if it is 120ns or faster. Otherwise you will need a new one. You may also need a set chip if you don't already have one as swapping to a 16Mhz board may require it to be re-enabled. Any of the vendors listed here can help you get what you need.
