As many of you know the 4 reel machine ALL have very noisy reels. It has very little to do with the reels them self. I have learned that if you remove all the reels and then unplug all the plugs from the backplane and and clean and lub. the plugs and sockets with a good (plastic safe) contact cleaner/lubricant (CRC 2-26) and then pull the reel from each motor and do the same for the plugs/sockets on the reel PCB you will notice a big difference. I use an old tooth brush to get inside the plug holes as it shouldn't damage the plugs or pins on the sockets. I'm no rocket scientist, but I think the problem is related to Bally using the same power supply and related electronics that runs a three reel machine and then trying to use it to handle a 4 reel. I think that after time some components such as caps. become leaky and loose tolerance causing the rest of the power supply to become sloppy and have minor voltage output changes. Reel motors are very sensitive and the frequency harmonics may also be an issue. cleaning all the above items helps to ensure that there is a minimum voltage leak as well. I hope this helpful.
