My Double Diamond quarter slot machine has 2 problems that I need help with fixing. (1) My payout freezes at 3100 coins (2) Constant humming noise that comes from the lights. Does anyone know a Slot Machine repair person in the Los Angeles area? Thank you!

3100 isn't telling you that it owes that in coins, but rather that's an error code.  It's telling you that the hopper paid out an extra coin.  A list of common error codes (and their resolutions) can be found here:

For that error, open and fully close the door and the machine should reset itself.  If it happens again, you likely have a bad or broken brake on your hopper causing it to not stop quickly enough when it is paying out coins, causing an extra coin to be paid out.  Use the search button at the very top of the page to search for "3100 error" or "hopper brake" for posts related to that issue and how to fix it.

As far as the noisy light, I'd almost be willing to bet that it's the transformer for the belly glass light -- I've seen (and heard) that on more than one S+.  To troubleshoot the issue, turn the machine off, and unplug the small white molex connection with two wires on the inside of the front door (behind the belly glass) that leads to the belly glass light transformer.  Turn the machine on.  Did the noise issue go away?  If so, you just need a replacement transformer.  If you get one out of a parted out machine, it won't take anything more than a screwdriver to replace it.

As far as the door transformer you can get one at home depot (that what I did for my noisy buzzing one) they were only a couple of bucks, Now it is nice and quiet.
