Fast flash means the door is/was open. If you open the door does the display change? If not, you may have bad door optics. Make sure the door is closed and latched.

I was asking if the LED display changed or not. But let's start with the basics.

Did you try turning the jackpot reset key?
When you power it up, do the reels do thier maiden spin?
Does it take coins? If not, do they drop to the tray or the hopper?
Does it have a BV? If so, does the yellow bezel light up?
What else is lit up? (i.e. is the denomination lamp lit, does the insert coin light flash, what buttons are lit, etc)

Open the door and press the little white button bext to the the power switch (or it may be behind it). When you press it, the LED display should change each time you press it. For now, don't worry about what is displayed, just make sure it changes with each press. Then close the door and tell up what happens.

and the coins drop to the hopper ...

Ok, this may be a clue. If the rake has not been tied back, your coin optics may be bad. With the door open, press the little white button on the coin optics and see if it puts a credit on the machine that you can play with the door open.

Ok, you said the BV lights up, will it take bills? Try a $1.

Also what is the denomination of this machine?

Ok, I suggest you try to clean the BV first. Open the head and the trasnport as shown below and clean uo the belts and rollers. Don't use alcohol on the head optics.

Also with power off, reseat the cable on the coin optics board. Later we will explain how to test the optics. But it would be better for now to see if you can get it to take a bill and get credits to play.

Ok good, and I assume you can play them right?

So it looks like your coin optics has an issue. Try reseating the cable as noted above.

Did you untie the rake or is it still tied back? In case you don't know, here is the sequence. First when you insert a coin, it goes thought the coin comparator (CC) and is compared with the sample coin that is installed in the back. If it does not match, it drops to the tray. If it does match, the rake pulls in and it is diverted to the coin optics. Often when people have a problem with the CC, they tied the rake back to force the coins to go to the optics., The problem with doing that is that coins will drop to the hopper even if the machine is not ready to accept them.

Make sure that the sample coin is the same as what you are using (i.e. a quarter if you are using quarters and if using tokens, it is the same as the tokens you are using).

Next, the coin optics has three sets of optics. The coin passes through it blocking the optics in sequence. This is a security feature to prevent coins from being pulled back up etc. If one of the optics is bad, it won't register a credit. The test button on the optics board does not check all of the optics, it just simulates a coin drop.  You can remove the optics board (you will need to get to some of the screws from behind the belly glass) to make sure it's clean, but it would be easier to run a test first.

So what we need to do, is run a test on the optics. We will use the self test button (by the power switch) to put the unit in "input test mode". Then you will insert something like a piece of cardboard strip into the optics to see if the number on the front of the display changes from 1 to 0. This will be done for each of the 3 optics. To make things a little easier to walk you through it, it will help to know what reel (SS) and game (SP) chips you have. The chips might be labeled on the MPU, but if you go to this link and follow the directions, it will display the numbers. Let us know what they are.

http://www.newlifegames.net/spset/SPSS.htm

Also, I asked about the denomination because the coin optics can have one of two "inserts". One for large dollar sized coins and a smaller one for quarters and below. If the optics has the larger insert, smaller coins may not properly pass the optics. Since you said you are the new owner, we can't assume anything.  The good news is that your machine is mostly working if it's taking bills.

That's probably why the rake was tied back. But that is not the reason they it's not giving credits. If need be, tie the rake back again and work on the coin optics.
