OK, lets see if I can get all the info in one post to eliminate the questions somewhat and give all the facts

Symptom: Will not give credits for inserted bill, just returns it.

IGT S-plus upright machine
SP1271 chip
SS4248 DDD
10Mhz board
DBV200 ID022/23 v2.60
All dips off
and tried dip 10 on with no change

Machine plays normal, hopper pays and accepts coins just fine.

I have installed a set15 chip with no credits on machine
changed the 9-0 to a 9-1, pressed test button and changed the 0 to 25 for quarter, pressed test button to 0 displayed and shut off
put 1271 back in, cleared the 61-0 to 61-1, closed door and turned key and machine spun up and validator bezel light up
will accept a regular old one dollar bill, hold it for 6 seconds and return it. If i try a bill that I know it will not accept it returns it within 2 seconds.
The DBV sounds normal on start up just like Poppos video. No clunking like bad cashcan optics. No cycling. Sounds totally normal on start up

Things I have tried:
New DBV200 that works in my PE-Plus
New Transport that works in my PE-Plus
New DBV power supply that works in my PE-Plus

All the stuff I took out of the S-plus works in the PE-Plus ! So I have good stuff

New motherboard
(3) new MPUS
(2) different SS and SP chips of the same number
(2) different SP chips of a different number

Ram cleared all of the boards after they did not work with a IVC123 and it did the proper 2 count downs

Used a set 15 each time and got proper results
Tryed a set 26 and a set90 with no change

When machine is running I open it up and press the test button thru the menus and verify the denomination is showing 25 cents
The 9-1 is showing.

I ohmed the harness from the motherboard to power supply - all OK

Tryed all types of bills , all clean and good shape

It will hold the bill and think about accepting it , but then returns it.

All the transports were properly seated with tangs locked in the back in place

(3) different cash cans that work in PE-Plus..

cash can door switch jumped

If I remove the cash can i get all the weird sound expected.

What am I missing !!!! Duh! Duh! Duh!

Went with default settings which should be OK to accept a bill or two...

I have fixed this before on this machine..It is the first machine I ever owned and it is pissed I sold her...I would like to find out what is going on...but I have the fix coming, everything to change her over to a WBA.  But would still like to solve this riddle while I wait for the parts to arrive..

I have had this exact same issue with a machine.
In my example, the power supply was the issue. Remember this power supply is not just for power to the head. It also handles the communications for the RS232 port back to the motherboard.

I know you said your power supply is known good in the PE+ but maybe a closer look at those connections might lead you to your particular issue.

Is the Insert Coins light blinking when it's thinking about accepting the bill, just prior to rejecting it?
