I have a bally e-1090-1.  Power on machine and the LED flashes a last digit of 6 followed quickly the by first digit becomes a 7 and then a 1.  The 7 and 1 keep flashing back and forth quickly.  Test and reset switches do nothing.  Any help would be appreciated.  Hasnt been used in years.  
the reels dont lock up upon startup and the pull lever solonoid is pulled allowing the handle to be pulled at anytime.  Doesnt accept coins as they drop directy to the payout pan.  Will post more when i notice more. Thanks.

Don't look too good, hopefull a loose connector or chip, see attached for the Power-up Malfunction Codes (self/startup tests).

Looks like a ram and intrupt failure...

Sounds like your ram board with the battery on the MPU has bad pin connections.. That is the small board located on the larger board on the left side on the reels. The battery acid tends to distroy the connectors.. Foxsslots does carry the replacement connector. You could try to remove the ram board with the power off and inspect for acid damage.. If your lucky maybe the can be cleaned and reinstalled.. This is a very common problem with the E-1000 machines MPU..   bawling

I pulled ram board and all pins are nice n clean and shiney.  Battery on ram board is junk.  Replaced with a 4.8v battery.  Looks almost like 4the AA's.  Turn on machine.  Sometimes it goes to the 1-7 flashing again.  Sometimes it will go to (4.)( ) () () () () () included a pic of board. If lucky to get the a 4, when u close the door it goes back to the 7-1 flashing back In the first led position. M4 is missing.  Is it suposed to be?  If so, what chipto goes into there? Again thanks for the help.
also, can someone post a pic of what the door lock switch looks like.  Second pic is what mine looks like.

Your doors sliding latch assembly is missing from the door. There is a link that connects to the door lock and that's missing from your too.

No the M4 is not used on all machines.

If the machine worked before and not working now due to setting for years it is most likely a corrosion or bad connection issue with wiring harnesses on MPU, I/O, Power Supply, Reel Reader, Hopper Control, or RAM boards. Or all of the IC's on all the boards need reseating as mentioned.
