I have a cc-16-d in an igt 1996 slot machine and it has stopped accepting coins. They drop straight thru. The green led light is not on, at least with the door open. All wires looked plugged in and it's always worked before. Any ideas?  The WBA bill reader stopped working a year ago, even with old style bills.

Odds are both BV and coin comparitor are cleaning issues. BV in the reader head and comparitor in the coin optics assembly mounted just below the actual comparitor

Focusing on the coin comparitor first, it sure looks clean. I've had it out and it looks ok. Put it back in, making sure it seats correctly, still nothing.

I'm refering to the coin OPTICS. It's the rectangular device mounted below the coin comparitor with a black plastic cover plate. It has up to 3 internal led sensors that see the coin passing through and make the final decision on which way the coin goes and rejects or accepts the coin and adds a credit. If they get dirty or go bad then all coins get rejected.

You won't see it, use a q-tip to clean it. Dry one should work if it's the problem

I do appreciate your suggestions but that didn't help. Even after hitting teh reset button by the power toggle it still comes back to an error 21 and coins falling straight thru...

 More info, please  With a error 21 I'm guessing you have a IGT S+, but that's a guess.   "Coins  drop straight thru "  To where, the tray are the hopper. If the coins are going to the tray, you need to look at the comparator, if they are going to the hopper, the coin optics are most likely dirty are bad.

While your in the mood to work on your machine, why not tell us what the WBA is doing or not doing ??

It is an IGT and I do believe it's an S+ based on what I've learned. It was built in 1996 and last was in NY NY based on the outside graphics. The coins drop straight into the outside metal tray - straight thru - kerplunk. The bill reader has been tempermental for years but dead for a while. It just wont accept anything, even old bills (since most have been redisgned I've kept some old 20s and 50s which is what I used to use. No they won't accept at all either. I used to have to tape up teh bottom of teh bill holder (the metal box) and make sure it sat in it's slot just right but now nothing. Even if they did miracuously I suspect i'd need teh code 21 fixed before we could use it...

Code 21 is a battery low.

Nothing is going to work until you fix that.

There is a lithium cell on your board that is soldered on. You can buy a new one from most of the vendors on this site.
Post changing the battery you will likely need a clear chip as the low battery (combined with no battery while you are changing it) leaves the board in a bit of a brain dead state.
A clear chip re-initalizes all the system settings back to factory. (read ricks Faqs [top header of the site] on using a Clear Chip).
You will then need a SET chip to enable the bill validator. Again see the FAQ for step by step instructions.

So your parts list are:
Battery
Set Chip
Clear Chip

There are also variety in set chips - A Set 15 is pretty universal but if you have a progressive configuration you will want a SET90 chip.

Recently had same problem with code 21 not clearing.   Once it turned out to be a bad door optic  which had one of the pins on the optic had broken off which was an easy solder fix and a second time where I was working on the machine behind the comparator and I managed to end up with a loose connection in the harness main plug behind comparator.  When it was the plug being loose the machine would cycle like it was going to be in ready mode then the reels would slightly jiggle and go right to error 21 code.  Good Luck
