So I picked up a Bally 5000+ for $60, I thought this would be an easy fix. So I have followed the RAM Clear Instructions:

Here is the Ram clear Procedures I found regarding the Bally 5000+  I had to use the last method for my machine.  Once you clear it, you will need a programming key pad to set the features on it.  You reel board does look like it is in bad shape.  When I sold mine, I gave away and extra one I had.  If you get desperate let me know and I will see if he is willing to sell it.  One more thing.  I had a problem with my main MPU board and sent it out to the slot doctor for repair.  He did a great job and his price was very good.  Good luck with the slot.

Bally 5000 - RAM CLEAR PROCEDURES

Method 1

Using Initializing EPROM's on Vacuum Displays only. Also see other methods before using this one.

1) Switch off machine
2) Remove MPU board and swap U-12 & U-15 with INITILIZING EPROM's
3) Replace board
4) Switch on and wait about 30 seconds for initializing sequence to complete.
5) Switch off
6) Replace original MAIN EPROM's
7) Replace Board & Switch on.

Method 2

Use this procedure if the machine is equipped with a door distribution board number: AS-3356-74

1) Switch off machine
2) Remove the J-1 connector on the door distribution board.
3) Jump pin 5 and pin 11 together.
4) Press and hold the pseudo coin button on the door distribution board
5) Switch on and wait until the win meter displays "CH" before releasing the button.
6) The win meter display should change to "CL" and all the buttons should flash.
7) Switch off and return J-1 connector.

Method 3

Use this procedure if the machine is equipped with MPU chips ME600002-T to ME600002-Z at U-12 & U-15.

1) Switch off machine
2) Install jumper J-14 on the MPU board.
3) Press and hold the pseudo coin button on the door distribution board.
4) Switch on & wait until the win meter displays "SF" the push the test button on the MPU board.
5) The win meter display should change to "CL P" and all the button should flash.
6) Switch off and remove J-14.

Method 4
1) Switch off machine  
2) Remove your MPU board only
3) Use a Bally 5000 Plus TEST-RIG and insert MPU board
4) Hold pseudo-coin button and press RAM_CLEAR
5) Insert board in machine and reset door open tilt (87) with JP reset
6) Reset Reel tilts

and still no success, So I am thinking it may be the MAINS that are installed. Any help will be greatly appreciated.....

Although I have never had a Bally 5000 or even worked on one, I will say this.
I appears that the battery is missing from the MPU

How about an actual picture of the MPU with a battery?

Is it wired in properly?
How about an actual picture of the MPU with a battery?

That is another good question to clear any confusion, I hope I am missing something very simple. I have cleared a neighbors in the past and thought I would be able to do the same. Is it a bad idea to try the board in his machine?.

So you mean that the clear procedure was not succesful or that the error code remains after succesful RAM clear?

I thought I would give everybody an update

Its FIXED  Clap

In prior attempts I was removing the Whit Jumper and placing it on the J14 with no success. I decided to leave the whit jumper and place another jumper on J14 and the rest was history.
