Open the door and press the self test button,  close the door should fix the problem.
To avoid a cashout in the future remove the wire to the Cash/Credit button.

That's what I thought, hence the comment, naturally giving the 3200 error when the cash out was pressed. Can't remember, can the hopper plug be jumped to fool the machine that there is one there?

Search shows one for the Bally's but I could not find anything for IGT.

You didn't state whether you have an S+ or an S2000. There is a way to trick an S+ without a hopper into paying out using jumpers, but I don't have the details. It was posted on the old site. Perhaps someone saved the information and will repost.

I sure don't know how to do it.  One (crappy) solution would be to use a clear chip to clear the RAM, but then you'd have to set it all back up again (game options, enable bill validator, etc.).

I did the same thing on a friend's machine which used $1 tokens and he didn't have any tokens (no way to fool the optics), so I wound up doing the RAM clear to get around the machine wanting to cash out.

One way to clear the error code is to remove the memory chip and ground legs using the bottom metal  cabinet. Replace the memory chip and go throught he error code 61 routine and this should take care of it. The setup for the machine and the bill valadator will be okay using this method. Hope this helps.
