Welcome aboard!
First off, do you get the classic WMS "BONG!" when you power it up?
After chip replacement did you use a clear chip on it?
I have had a ton of 401's and never had a bad I/O card...
400/401's are famous for power supply issues...
Ask CFH about this problem..he *IS* the WMS 400/401S5 guru....

Let's go back a step -- when you turn the machine on, are ALL of the power LEDs on the board in the card cage on (save for the "FAIL" LED)?  If all of the power LEDs aren't lit, you need to get your power issues resolved before dealing with a clear chip.

all of the led lights are on at start-up, including left fail light. they are all solid no blinking. coin comparator activates Hopper runs continuously and bill validater cycles. wheels do not spin, no sound, no display in credit or coin windows. a universal power supply has been installed.
