does anyone have a sevice manual for this machine?  have an error message that says closure on one side of screen and restart on the other side.
i've gone through the self tests with no luck  also the lower trouble jackpot light is blinking..   another non related problem the screen numbers shake, i've tried replacing the capacitors with no luck.  any ideas?

Those first issues don't sound like errors. Closure refers to the door having just been closed, and restart refers to the machine having just been powered up. The lower candle light might also refer to the door having just been opened. All three of those indicators usually go away after one complete game is played. Have you tried inserting credits and playing off one game?

the machine will not let me mark any numbers it accepts the coins. i checked the pen and it is working properly

When you say that you "checked the pen and it's working properly" -- what do you mean?  It isn't working properly, is it?

Can you please post a picture of your machine so that we can be sure we're pointing you in the right direction?  It's tough to determine what platform that is by its model number.  Thanks.

Edit: Also, how bad is the shake on the screen?  The keno pen uses the x and y reference of the gun to determine where you're pointing on the screen.  If the image is shaking a lot, I presume it could cause the machine to not be able to identify where the pen is.
