This came up on my local CL this morning:

Is this an IGT PE?  The guy claims that the top light is flashing and the monitor won't come on.  He claims that it was working and something must have happened during the move from CA.

Any ideas if this could be a quick fix?  That's all I have so far.  He's asking 300 obo.
