Is it possible to get a Blackjack game as one of the five selection on a PE+ superboard?

Unfortunately, no, it's not.

I have a partial list somewhere of games that work with the wingboard -- it's buried somewhere in a post here in the PE+ section, too.  The wingboard is the only way you can pick your games at all, otherwise with the multi-game sets that work on the superboard, you're limited to the five games that are pre-programmed (the lists are here) -- none of those include blackjack.

When using the wingboard all of the games must use the same graphics chips and blackjack doesn't.

I ended up getting a non-superboard just for blackjack so I can swing it in and out easily.

Thanks for the replies guys, I thought that might be the case, but wasn't sure.

I thought there might be an outside chance with the graphics as Blackjack is (or appears to be) using standard card graphics.

There probably isn't a big difference in graphics between the games, but the other program chip also has to support the game.  The ones that work on the wingboard only support certain types of games -- if the game isn't supported, you'll get an error message when the game boots.  Sadly, Blackjack isn't supported on the wingboard compatable program chip.
