i remember playing a machine a couple years back that had a wheel on the top and right under that , it had a multiplier that would change as the wheel was spinning
when you got the spin  the machine voice would say "wheel winner"
anyway what was that machine and who made it?

Yep.  We discussed it a little bit a while back here (with a picture).  I believe it's called "Big Wheel of Gold", it was made by Anchor Coin (which was bought out by IGT), and was based on a Bally slot platform.

There's still at least one in operation in downtown Las Vegas at the Fremont hotel casino.
