did you try swapping the the U4? this is the ram. or the U5 this is the flash memory.
The U19 is an EPROM (Electronically Programmable Read Only Memory), which can't be written to by the controller.

Thanks Wayne, Did not try U4 & U5. Can I copy & burn them from another?

 UPDATE --Makes no difference, I don't have blanks.

I took u19 - u5 - u4 & put them in a working one & all OK.
Put u19 - u5 - u4 from working one into the one with E3. No good. Still have E3. Clear , go back into psp & different
settings & get E3. cleared & reprogrammed 3 times & get E3 everytime. Before when I reprogrammed got rid of E3 until I shut
done & started up again. Cry Laughing

7 demo.do & 5 jpot.do are the only ones with something in.

I play around & after several tried I get E3 cleared.
Take time programming. All goes good until I hit f1 to send. $ amount comes up but get E3 code again.

2 things,  1) connect known good controller and start psp program, load from controller. Disconnect good controller then connect E3 controller, load to controller. 
2). Look at every setting on the controller itself and match to good controller.

If this doesn't work, swap cpu chip from good controller and try.

When go into
conII
main menu
F3  controller
it asks for sub-path - I SUCK @ DOS & don't know what for path to put in.
& if I figure out how to set path problem will be to recover

Would it be something like c:/new  ?

Send files from good one to the one with E3. Files updated but still have E3.
Can't get E3 off with a clear anymore.

I think I'm going to take stormrider (Tim) up on what he said.

Thanks to stormrider (Tim) it is working. I had switched 3 of the chips with no help.
As to what was wrong Tim can tell you.

Ford,

It was my pleasure to help you out.

The first thing I did was check the battery which was fine
Looked for any bent pins,bad solder joints,cracked board,bad traces,caps,etc
Then reseated all the chips reprogrammed in psp fired it up and whamo E3

So then I swapped out all the socketed chips on your ChamII+ board
with one from a parts board I had and also put in a newer ver of the U19.
Reprogrammed in psp,board ran fine throughout the next 2 days shutting if on/off several times
which is what seemed to always trigger the E3.

I can't say at this time what the problem was until I start swapping the old chips one by one
I just didn't have enough time over the weekend to do this....I will though and report back.
Heck I even had my daughter's boyfriends broken xbox on the bench too,
like I wanted to fix that...I got my own broken chit to fix  yes

Anyway board ran fine for 2 days before sending it back
and I hope it stays that way.

Not only did I want to help you...but also learn what causes the E3..but I didn't yet  hissy fit
